The chips should still hit 4GHz. Most of the stars CPUs could. 4000 / 17 = 235MHz for the HT link. That's how you overclocked those CPUs, by upping the HT link frequency. I wasn't trying to be a jerk, really. But by showing how little you knew about your chip I'm just trying to spare you some pain latter on.
Your using a PhenomII 965 right? With a stock multiplier of 17? That's why. Those are not FX, or K series chips. The multipliers are locked up, so 17 is as high as you can use. You can do down, but not higher. You OC those chips by raising the bus speed. I suggest you read about the CPU and board you have before you fry something.
