Multiple Taskbars On My Monitor

I have two taskbars on my screen. The bottom one is unresponsive and the taskbar on the right is functioning.

That is indeed very odd. When you shift the taskbar to the side, you shouldn't have anything left on the bottom at all. Maybe try shifting your taskbar back down to the bottom again and then moving it back to the side?

You know, in the past I have messed with some of my friends by taking a screen shot of their desktop and setting it as their wallpaper. Now I would make their icons invisible so nothing would work, but it kinda sounds like the same thing, like you have an image setup with the taskbar on as wallpaper. I can't help but notice that the time and dates are different. Does the time and date change on the bottom taskbar? Just out of curiosity, have you changed the wallpaper?
