My 980 ti seems to be stuck at 43c in idle

My room is ice cold as im the uk atm and my case is cooled well.
It never changes unless i start gaming then it just does a sharp 10c jump and then the temperature seems to adjust correctly and hover between 63-67c when gaming.

Any idea how to amend it as it bugs me and worries me.

What are you using to measure your temps?

Also specifically what 980ti do you have? not all fan coolers are made equal.

no matter what i use its always at 43 ive tried all those.
It doesnt even fluctuate

Mmm, what are the temps like if you use a program like Afterburner to tell the fans to run at 100% all the time?

I believe your GPU has a "if idle, fans auto off" feature, so if the fans are off and thus not "cooling" the CPU, an idle temp that high isn't unreal:
