My acer laptop won't shut down or restart!!!

Ok. I'm lazy. I always hibernate my laptop. But when this windows update screen pops up telling me I need to restart to update I click restart now. The screen stays where it is and wont do anything. It also wont shut down. I go to the little icon on the bottom left corner and shut it down and it stays on the screen. At first I just thought it was being slow and I would have to wait. But it still stays on and meanwhile I'm still able to open tabs. I tried the button to power it down, nothing. I try ctrl+Alt+del to restart it NOTHING! This makes me really upset and I don't want to get a new computer. So please help! 🙁

What laptop is it and what os is on it?

Force a shutdown by holding the power button. Does it happen still after reboot? Don't always hibernate your laptop, shut it down when you're not going to use it for some time.
