Question Unsure if my mobo is fried

Hi,

Been trying to understand what's wrong with my pc for a few days already... So basically my accommodation had a power outage recently (I'm not necessarily sure that might be the cause). So a few days after that, I was sitting on my pc and then it suddenly shut down; after that it would only start for a split second and then immediately turn off without even having time to display anything.

I tried reseating and replugging cpu power 8-pins when checking connections; at first i changed places on them both it didn't work; than i tried only using 1 8pin and after trying 10 times it went past immediately shutting down and i connected both again and at least it works with both - but now the thing is it starts and displays a red cpu light on a mobo without displaying anything or posting; but rgb works and fans spin.

I also can't turn it off with a button and i have to use a psu switch to turn it off. What might be the case, what to do and what's going on.

mobo: b650 tomahawk wifi;
cpu: 9800x3d;
psu: thermaltake gf1 850w;
ram: Corsair vengeance;
gpu; palit 5080.

I tested psu with a psu tester and im quite certain its not psu issue tho i might be wrong here, also tried resetting cmos and power cycling, reseating cpu, and booting with 1 ram slot as well. I'm thinking that my motherboard got damaged but then why did I only start having problems a few days after a power surge and not immediately after?

I tested psu with a psu tester
If it's the paperclip method, then that test is flawed. It can only tell you it can output power but it won't tell you how much power it can effectively output to the entire system. If you're using those contraptions with an LED on it, it doesn't show you the same info mentioned in the sentence prior.

It's possible your tam might be the issue or your CPU's conked out or your motherboard's BIOS is corrupt.

Your motherboard has a FlashBIOS button on the rear, try and reflash the BIOS and see if that helps. Use this guide if you're unsure how to do it;

Corsair is the brand while Vengeance is the series off which the ram kit i s based off of. Got a link to the ram kit?

Tested with a tester with a display and every rail seemed fine with correct voltages; how accurate am I to think psu is fine?

I'll try and test everything but mobo today on my friend's pc to see if every other component but mobo and psu is fine.
