Question My AMD CPU is 99% after bios update

Hello , (laptop name : hp mt42 , cpu name : amd a8-8600 r6 .. )

i did an update to my bios from 2015 to 2019 and now my pc is too slow , and cores are only 1 and logical processeurs are 2 .
tried to change version of windows 10 but nothing happened
i found on internet 2016 bios update and i did it and i have noticed that cores number changed to 4 and logical to 4 but the probleme is my cpu is not
boosting anymore its limited on 1.6 ghz while i have boost up to 3 ghz

and none of process are using cpu so high

so can someone provide me any solution ? (i have tried everything on google )
or give me and bios driver from 2015 (the first one ) or help me how to unlock cpu

Maybe boost is off by default (check bios settings)

how i can access to advanced options ?

Have you updated all drivers? Chipset and video?
Have you checked power settings (cpu max load)?
I dont know your bios but normally f2 f10 or f12 during bootup
