my brother spilled water on my monitor and it broke. I bought a new one and now the pc won't output a display on the new monitor.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
You should think about breadboarding the system with the bare minimum components and see if you can get PSOT/display. If your system shut off immediately after the water was spilled onto the panel, then the he system might very well be a goner.
