Question My capable PC has issues with multitasking

About 2 or 3 months ago I began experiencing an issue with my PC and it has continued to annoy me. When I run any game on my computer, it often runs much slower and sometimes crashes, as well as this, I am unable to have any background applications running, i.e. Spotify, Discord, Chrome, etc. Whenever something is running in the background, my whole PC starts acting crazy and I eventually have to restart it. I have checked that all the drivers are up to date and I ran some tests of my hardware, I came here now as I have no idea which part may be causing the issue as they all appear to be working fine so I hope I get some advice about what do next.

EVGA RTX 2060 Super
Ryzen 9 3900x
ROG Crosshair VIII Hero
32 GB Corsair Vengeance RAM
Corsair Rm850x PSU
Corsair H100i AIO

Start making your startup group skinny.
8GB of ram usage from the start is a lot.

Your way behind with the bios visit the mobo site and start working that up.
While your there check the chipset driver against what your running.
