My computer boots in safe mode and a black screen

When i boot my pc it shows the windows 10 loading screen and then goes black (sometimes white) but when i move the mouse it says safe mode in all four corners every time . This first started when i restarted my computer after installing new amd drivers .

System specs :
CPU - AMD FX 8320
GPU - gigabyte radeon r9 270x 4gb windforce
RAM - 24gb hyperx ddr5
OS - windows 10 home
 
Solution
1| Create a bootable USB installer and move into Safe Mode.
2| Once there please perform an sfc / scannow and if that doesn't work perform a system restore to a point prior to when the issue began which in your case is prior to installing the new AMD drivers. If you can boot into desktop then I'd suggest that you perform a repair install. Although once you're armed with a bootable USB installer you can try a re-installation of Windows 10. Speaking of installation, is this a new installation of your OS or found via the free upgrade path? Performed the latest BIOS and driver updates/installations?

You've also forgotten to include your motherboard in your systems specs.
