My computer does weird stuff when booting sometimes.

So... I have small issue with my PC. It's less than 2 years old and this has been happening for a while but to make this short sometimes when i turn the computer on after post it just goes to black screen on which the computer sometimes restarts, sometimes it will turn off and than turn back on and sometimes i need to restart it with reset button. After i reset it or it reset itself i boots normally. I cleared CMOS yesterday because i though it was my overclock doing it. But nothing it still happened this morning. I tried everything i could, Reinstall Windows, Use alternative GPU, Cooling, no overclock, use alternative boot methods, playing with CSM in BIOS because that does weird stuff as well when enabled.

I have corsair HX850i, It's 850W; Voltage is +12 at 70.8A and -12 is at 0.8A. And on the side note this issue was happening with my old PSU as well. So i gone out to buy new PSU thinking it's a PSU issue but still happening even with new PSU.
