My computer doesn't want to turn off

I replaced my old broken HDD and after I installed Windows 10 and checked if the computer worked correctly,I stumble upon an issue when I want to turn it off.It just doesn't want to.My HDD keeps spinning but my monitor doesn't detect any video output but even after 5 minutes the HDD would still spin, I can only turn it off by pulling off the PSU cable. I just don't know what to do and I am really worried, any help?

Run this command: %windir%\System32\shutdown.exe -s -f -t 00 and see what happens.

I tried the command and the computer turns off properly but only when the command is executed is there any way that I can make this happen when I click the shutdown button?

Check your power plan > Advance options > Power button and lid > Power button actions. It may be set to sleep or something else. If set to Shutdown. it sends command I gave you. You could also make a desktop and/or taskbar shortcut with that line as Target.
