Question my computer is acting strange...

got a 2070 super
16 gb 2x8 gb 3000 mhz
ssd 480 gb
ryzen 5 3600

my gpu boosts even in games running at 60 fps 1080p thats not use 100% gpu/cpu, i think its causing some stutter cuz the gpu/cpu are full clock speed all the time( 1934MHZand 4000MHZ), games like metro, control, resident evil 2 and witcher 3 are stuttering even on ssd, i can undertand cotrol and metro stutter demanding games these are, but resident 2 and witcher 3 performance here is unbelievable , the pc is brand new 1 month max, can someone explain it?

how full is the 480ssd?
what the cpu/gpu temp and usage during the game?
ram/ssd usage during the game?

here is the benchmark, how can i boost the clock and set it to 4000mhz full time? its justa a test dont want use it boosted full time, i think the cpu/gpu oscilation is causing it
