My computer is limiting my upload speed

Alright, so all of the phones in the house are getting a solid 25/4 mbps, but my desktop is receiving 25/0.3 mbps and it's stuck like that. Obliviously the phones are suing WiFi, but my desktop is using both, and I've tested with both Ethernet and wireless. I've done a virus scan and nothing was wrong, so how can I fix this?
