Question My computer is stuck on the motherboard screen

I have had this issue before and I opened up my PC to clean it with a can of compressed air. I also took the ram out and reinserted it and same for my hard drives. I don’t know if dust or ram or hard drives are the problem. I don’t want to keep having this issue so if someone can give me a possible definitive solution I’d be grateful.
