Question My computer won't show on the display

I recently revived a used gaming rig and now it has a solid amber light, no beeping, and it won't show up on displays

full system spec? include make and model of the psu
and where is this amber light at/for? read the manual?

it's a neighbors custom build that he is throwing away

AMD A4-6400 with a gigabyte mother board, with a EVGA Nvidia GeForce GTX 950, an EVGA 500 PSU, 1tb+128gb hard drive.
