when i am connected to a LAN and someone tries to copy from my me, it copies at roughly 257 KB/s whereas when I copy from somebody else, it copies at 25 MB/s. My duplex, as well the duplex's of the other computers is set to 1 GB/s. Please help.

Does it make a difference which machine you do the copy command from. Many times it is the application software.

To really test there is old but reliable tool called IPERF. It has a number of options but the default ones generally are all you need. This tool only tests the network between 2 machines so you will either be able to eliminate the network or prove it is a problem. It still could be a "network" problem if it is in the microsoft file sharing but that would be a question for the microsoft forums I suspect.

I didn't notice any PC specs. Putting a gigabit LAN card in an older computer won't necessarily make it faster. The bus speeds on newer computers is higher than older computers and newer architectures help speed things up.

Anyhow, I usually see this when trying to transfer files from older to newer computers. Also, what is the age of your drives compared to the other computer's drives? Newer drives have much better throughput.

Windows file transfer can also hinder speeds. Sometimes it's faster just FTP'ing files between computers.
