My Core Clock is overheating my GPU

So recently my Core Clock jumps about 200-300 MHZ when I game causing my GPU to jump temps crrazy in the span of a 2-3 secs up to around 90+ while my idle is 20-30. Also when the core on afterburner is exactly at the white tick and doesn't go over its absolutely normal tmeps. Although only certain games that don't utilize 100% load do it. I've reinstalled drivers and checked the thermal paste, fans and thermal pads. My fans 100% work and the fan curve almost doesn't effeect my temps. I've run out of ideas I really need your help guys. I just checked and it was on balanced. Should I change it to high proformance?

Alright I'll reset my computer and give you the results thank you so much

So i gave it a try and it's almost like the power plan isn't saving I click on it and it goes right back to balanced after i reset.

That's what i intially thought as well. I did both already and my PC never ran like this the card gets so hot my Pc crashes or games simply can't be played. and its getting to upper 90 on core loads above normal like 1690MHZ +

No I can show you a video of what exactly it's doin through OBS if that's possible

I'm sorry that it took me so long to reply. Anyway It's pretty simple I've done some testing and everything runs fine until high stress apps run for instance Escape from tarkov is a GPU based game. The overheating and the crashing applies to almost nothing else. It acts normal when not being throttled about 1506MHZ
