u need to add another front intake fan... and that cooler needs to be looked at... u wud need to reapply and reseat the cooler... because 97 degrees when gaming is too much... if u overclocked the cpu... u shud reset the bios and then check the temps again...
And ps...
He is using a Z370 board their no way the paste is bad already.
he doesnt need to, but while cleaning he has to take out the cooler and as he is a novice, he might mess things up trying to clean with the cooler still seated... better he can takeout the cooler and clean it properly.... he asked me for instructions on how to proceed so i provided him with some basic information...

It's simple to take the fan off hold the rad, IF their not screws on the other side holding it and use a can of compressed air to blow through it, I think the main problem is the front is blocked and the fan is not working.

For people with no experience, removing the pump, cleaning off the paste and applying new paste and reinstalling it is over their head I would try the basics like the front of the case and the fan not working.

Ibuyjunk has a very good rep of putting parts in a PC that are not even adequate for the parts used for cooling they try to save every dollar they can. The power supply will be junk also.
