My CPU Clock is constant, Help

Why is the reading of my CPU clock speed in CPU-Z and in my Windows 8.1 Taskbar (also in other monitoring softwares) is constant at 3.5ghz?

-I set the cpu frequency to 3.5ghz with the voltage set to Auto (I underclock my cpu because my motherboard cant handle above 4.0ghz)
-I overclocked my ram from 1333mhz to 1866mhz
-Cool N' Quiet is Enabled
-Turbo Boost is Disabled
-C6 is Disabled

My System:
A8-6600K
Emaxx A58FM2HD-iCafe Motherboard
Kingston 4gb 1333mhz
Stock AMD cpu cooler
Corsair VS 450

Right below where you asked the question, you say you SET the speed to 3.5Ghz It may be the case if you manually set the CPU speed it overrides the Cool and quiet option ...

I am only speculating that is what is happening. If you only disable turbo boost, the max clock speed should be 3.9Ghz but it should clock down via cool-and-quiet when not used. You could try that.

I already tried setting the cpu frequency to Auto (which means it will run at 3.9ghz) and Turbo Boost Disabled. Cool N' Quiet is Enabled but it is still the same, the clock speed is constant at 3.9ghz

I also tried loading the default settings and the cpu is still constant at 4.1ghz
