My CPU/GPU Usage never goes to 100%

Hello guys, I've been playing CoD MW 3 recently and monitoring what do I got by this system. The system is down here:
AMD Athlon x4 630 (i3 550 old cpu)
6GB 1333 MHz RAM
Nvidia GeForce GT 9800 256 Bit 1 GB
At Cod MW3, in medium-high settings I get 35-40 FPS and my GPU usage is only 50% or 60% (even below) never goes up to that. As my CPU, CPU CPU1 CPU2 CPU3 CPU4 gets around 10%-20% always. It's the same at CS:GO, never usage of 100%.
When I stress my GPU (Heaven Benchmark) it gets to 99% but otherwise it never gets to 99%. Can I have some help here?

Benchmarks always stress GPU/CPU more than any real world task. They are designed to do this to measure true performance potential. MW3 is not a multithread optimized game, so at most one core would be tasked at a high level while others sit still. The X4 630 is not going to get you amazing gaming performance without a dedicated quality modern GPU. The GPU you have is very very old by modern standards. I believe it is from 2007-that is 10 years old now mate.

EDIT: you could get a GTX460 for like 20 bucks maybe less and get much better results.

Nah its an 2009 graphics card and its still a monster tbh. Only bad thing about this card is being DirectX 10.2. Sadly GTX 460 is even more expensive in here, almost everything is more expensive here, I want to kms.

Ouch. It might be an issue with the game having to go back to DX10.2. I think it was a DX11 game. I have it and run it on a 680 but never get 100% either, but I lock max FPS at 75 so I don't exceed monitor refresh rate.

No, it wouldn't work the game if it was DirectX 11 ( My card is 10.1 btw not 10.2, there is no dx as 10.2) but the boring thing is my pc doesn't work and doesn't wanna to work too. I could get 70 FPS if it was working on it's ass.
