My CPU is in use way too much when im not using it

This is a repost but no one seemed to help me :(

My cpu max is 3.0ghz and its is constantly running at that even tho i have no programmes open. This is the second time this has happened. The only way i fixed it last time was by resetting my whole computer. I dont want to have this again so if anyone could help me that would be great.

Its impossible for me to play games cause the max frames im getting are like 20, i really dont want to have to reset my computer. Please help
 
There's nothing wrong with your CPU; Task Manager reporting a 3.00 GHz maximum speed is correct. In the same screen shot you can see the current CPU speed and utilisation, which also look perfectly normal.

The reason for your low frame rate must be down to something else. What's the full specification of your PC, what games are you playing and what graphical settings are you using?
 
One screenshot shows 11% utilization, the other shows 4%. That means the cpu is barely being used or it would be at 80-100% utilization regardless of what frequency it's running at. It's common when a cpu is in use to bump up to its full speed/frequency for a short period of use which is exactly what your monitoring programs show.

I agree with bicycle_repair_man, your gaming issue is elsewhere. If you're using the integrated graphics that would explain the low frame rates.
 
Even though it's an older i5 it should still do better than 20fps with a gtx 970. You have 8gb of ram installed and one of the previous screenshots shows 25% usage which is around 2gb of system memory in use. That sounds about right with a browser open. I'm using close to 7gb with a few small programs open and several browser tabs (one of which has a flash game running which accounts for the higher usage).

I don't see evidence of a cpu problem or memory leak. A memory leak would be having a program (for example firefox open) and using progressively more and more memory over time. Being able to watch usage creep up from 2gb to 3gb to 4gb without changing much of anything over the course of an hour or two. Opening more tabs, starting up a flash based game or website would normally cause somewhat higher memory usage, I'm referring to if you only had say 5 tabs open and yet your memory usage was consistently increasing with still only 5 tabs open.

Is your monitor plugged into the motherboard video port or the back of the 970? Trying to determine if you're actually using the 970. What resolution and what games are you playing that you're getting only 20fps?

Im only playing csgo and yes my monitor is plugged into a mini hdmi slot on my graphics card. I over exaggerated when i said max of 20 but it varies from 90 back down to 20 then back up. Before i updated to windows 10 it used to be a solid 150
