My CPU is loose in its socket! (CPU Floating on MOBO)

I found my old HP Pavillon desktop disassembled and I wanted to put it back togheter, so I placed everything, connected every fan but when I place the CPU in the right position; even after I "lock" the CPU it moves freely. I looked at the PINS and everything is fine, is it me ? or the am2+ sockets are made to be loose ? I really dunno, The only thing holding the CPU is the heatshield but that cant be it ? Also the computer doesnt start ( fan turns but no bibs and no video ) maybe it is related to the fact the CPU is floating and probably not touching its pins... So; is my mobo supposed to make BIB when no CPU ? helpppp meahhhhhhh!
 


YES! The arm kind of pushes the socket away, its not normal??? I tought it was...
 


That is normal. With the CPU installed the socket will grip each pin when closed.

If it is still loose after you do that, then something is wrong with the socket. Perhaps the arm was/is bent and isn't applying full force when closed.
