My cpu is running at two cores and the speed of those cores are overclocking to 3.75 and i should be running 4 cores when its supposed to be at 3.5. How do I fix this?

Cores: 2
Logical Processors: 4.

Windows detects your CPU as a 2core/4thread part, not a strict "quad core" as per AMDs marketting.

Due to the shared resources nature of the modules on the CPU, it's not strictly incorrect. AMD would claim otherwise, and they're not strictly wrong either.
The crux of the debate is covered in the ongoing "FX" series lawsuit.

There are some variations between the CPUs and APUs, but not enough to be worthwhile delving into.

There's nothing "wrong" here.
