My cpu is running at full cpu frequency or not?

I am in windows 7 and when I am checking my processor

Intel (R) Core (TM) i5 CPU 760 @ 2.80GHz 2.13GHz


does that mean my computer is not running at full speed, or do I need to open an cpu intensive game in order for that number to change?

I also recently changed my cpu ratio and it should be 2.93 Ghz in bios, is the 2.80GHz just a name or it is showing the maximum aviliable speed? I am not sure if my overclock just worked or not
 
Turbo boost is activated automatically when the load needs it, provided that the temperature conditions are suitable. Normally not all cores are activated but only some of them and not continuously but eventually reach 3.33 GHz.

Although it is normally activated by default it can be activated or deactivated in the BIOS of the mobo. The name of the field depends on its mobo per normally is "turbo boost".

On the other hand, in low load situations the frequency is less than 2.80 GHz. This is normal.
