Also, modern CPU's operate at maximum clock speeds only in lighter processing loads, like those they'd see with Window's background processes. At higher loads they have to reduce clocks and voltage or they'd burn up early in life. The reason is smaller and smaller die sizes resulting from smaller process nodes don't leave enough surface area to transfer the heat out to the CPU cooler. It is especially obvious with AMD's Ryzen processors based on 7nm process node and the reason they have such highly dynamic boosting behavior.
