[SOLVED] My CPU is running significantly higher than my GPU regardless of game

I have noticed that my CPU is running at 50-60% while my GPU is running at 17-23%. I can play any game on my pc and this will always happen. This includes Minecraft, CSGO, Destiny 2, GTA V, Borderlands 2, and Borderlands The Pre-Sequel. Yes, I am aware that some of these games are more CPU intensive but previous benchmarking showed different results. This started to happen a couple of months ago and I am really confused about what is going on. I watched a video on YouTube of benchmarks of my current setup, the game that threw me off a lot was CSGO. In the video, the GPU was higher than the CPU but mine is the complete opposite (yes its the same video settings). I've ever tried contacting Intel and Nvidia but I didn't get anywhere. Also, I have noticed a 10% dip in frames too. Please help if you can!

CPU: i7-8700
GPU: GTX 1070ti
MB: Asus ROG Strix Z370-E Gaming
RAM: Corsair Vengenace RGB Pro 3200mhz
PSU: Corsair 750w
CPU Cooler: Corsair H100i RGB Platinum

only thing i can think of right off is to either
1.) check for nvidia driver updates and install them or
2.) uninstall and reinstall nvidia drivers as i have had that help a couple times
