[SOLVED] My CPU is stuck at 1.89 Ghz on Ideapad 330s ?

I tried to overvolt the CPU, I tried several fixes, I used Throttle stop and XTU, I disabled intel PPM but still, nothing fixed it. So is it a motherboard issue, a sensor issue or can It be fixed?

I have a core I3-8130U and I recently upgraded the ram from 4GB to 20gb by installing a 16GB stick, then I reinstalled windows entirely. None of these seemed to do anything, either reduce the speed nor increase. My child kept complaining to me about how his computer was not able to handle small tasks while being in his class and I tried to do a lot of fixes but none worked so I decided to post this Article.

I once found this Article where a Dell Inspiron was having the same issue as me but in his case he replaced the motherboard. I have an Ideapad 330s and is there any way I can fix it ?
Also the laptop has no working battery so I disconnected the battery and it takes power directly from the wall. I Tried to see if using an identical but older charger would fix it but it did not. Please help.

could be the tdp of the laptop motherboard and maybe the cooling method used on laptop makes it overheat when it tries to run for a long period, I have seen the before with lower powered laptops, I seen one where it didn't have a heatsink at all and no way for air to exit case.

what is the exact model?

Maybe download this and check temps as laptop won't run fast if its always hot - https://www.hwinfo.com/download/
when he runs it, get him to tick sensors only as it will show less info he doesn't need.

I checked temps via throttle stop, XTU, and HWInfo , all the sensors and stuff looks like below 60oc, cpu goes up-to 70 and stops, I am using the stock heat sink and the stock fan, but they run like butter. I even changed thermal paste to kyronaut and the temps seemed to remain the same. The exact model is Lenovo Ideapad 330s-I4IKB. It has needed ventilation and I have lifted the laptop up for additional airflow.
