Question My cpu is stuck at 99%/100% after exiting games!

Ok, so this is a weird issue and I was wondering if there was anyway to fix it.

But basically everytime after exiting a game, my cpu never gets stuck at 100% and my temps run higher as when im in game. After restarting the pc my cpu gets back to its normal usage and my temps also go down

Is there a way to fix this without completely restarting my pc, and do you know what might cause this?

If you're on Windows 10, please mention the version(not edition) of the OS. As for your platform mentioning the current BIOS version will help two fold. Might also want to mention the titles that are exhibiting the issue mentioned above and to that end, where you sourced said titles(games) from?

Ram:16GB
SSD/HDD:I have a ssd that i have my windows on and a hdd for games
GPU:NVIDIA Geforce 3060

and what is using the cpu after you close the game?

Every process jumps to huge percentages but it fluctuates between task manager and my browser running at 40% of my cpu, but before theyre at like 1% for taskmanager and 3% for opera gx

did you see what the cpu freq it is running at? check the cpu temp during that time?

It just runs at 4100/4200 and the temps are around 60 and dont go down, Normally the temps while browsing the internet are like 45 max

all games that require a decent pc, so not games like league or osu, and i did some quick scans but i have to do a full scan just didnt have the time

after exiting game, open task manager and check wether the game is completely closed or there are some processes active, also check what process is using most of the cpu and causing high usage of cpu
