Question My CPU never reaches even base speed

Lately, I started having issues with my pc. It became very slow, underperforming. I started investigating and found out that it never reaches base speed. My CPU is I7- 6700HQ, its base speed is 2.6GHZ on high performance it should go to 3.5GHZ, but even when I used Intel extreme tuning Utility benchmark, it didn't go higher than 1.5ghz. I tried a lot of things, lots of info looking but it seems nobody had this issue before. Temperature doesn't go higher then 60C aswell

How long have you had the laptop? What are you using to monitor temperature? Are these results when operating on battery power, or plugged in?

My laptop is 2years old, and now for cpu im using Extreme tuning utility
