My CPU only running at half clock speed (1.5ghz out of 3.4ghz)

Hi there!

So this all started happening after I installed a new TS13X cooler for my CPU. http://imgur.com/a/N7J8H This is what CPU-Z shows.. Constantly at 1596MHZ when I should have 3400, never goes over that, even at full load. Here's a screenshot of HWMonitor when running Prime: http://imgur.com/a/4ydTx
Also, Intel XTU says it detects 3.39GHz, which is weird: http://imgur.com/a/uA9Zb

I've been trying to figure out this for over a week now, but I still have no idea. I restored Windows 7 from Windows 10, reinstalled the CPU, reset the BIOS, changed to performance in power settings, installed new drivers and so on. I've almost given up at this point.

I used to run for example GW2 at stable 60 fps on max settings, now I barely get around 20 fps.

I have an Intel I7-2600 3.4GHZ CPU and an MSI GTX 1060 3gb GPU.

Please, anyone know anything to do? This thing is driving me nuts. This is my last shot at asking someone online before I just get a new CPU and motherboard.
