My CPU produces low and inconsistent GHz... why?

Dear Forumusers,

I made build a pc with the following specs:

Asus motherboard
gtx 1070
I5 660k cpu
8 gb ram from corsair
250 gb ssd
1 tb hhd

now when I play overwatch for example my pc gets hot and the GHZ drops, it sucks but maybe there is something wrong with the cooling. But as I am writing this and no games are running (only revelation online is downloading) it is still on 2,70 +/- GHZ!? please help me out!

my point was to alert you to the fact that the Asus AI Suite III can make your BIOS unstable as well as Intel's ETU - and if you have either installed, go to control panel, and un-install them

but rereading your post, Calculagator's response may be more focused on your issue
i had a similiar issue with BIOS being unstable, and even after selecting "Enable Turbo Boost", my stock clock speed was 3.6, and the boost speed would also show 3.6 instead of 4.0

and it would jump around on it's own, one time even showing 4.127 when my turbo boost is only supposed to go to 4.0

Finally i remembered when i had un-installed Asus AI Suite with it's Performance Utility, which allows you to alter bios settings from within windows, the issue went away. I haven't used AI suite for a long time, but recently had installed Intel's Extreme Tuning Utility which offers the same ability to adjust Bios settings from within windows. I un-installed it, reflashed BIOS and all's well.

BTW, someone else had posted about AI Suite III having conflicts w/BIOS

CPUs are designed to drop to lower clock speeds when they are not fully in use. My CPU is idling at about 1.4GHz right now.

If CPU usage is at 100% and the clock rate drops below 3.5 GHz, then it is throttling either because of too much heat or too little power. You are right in thinking that you should check temperatures and your cooling system. With a cooler installed properly with a good case, a desktop CPU should pretty much never thermally throttle.
 


And how would I do that becasue I can build a pc but the bios stuff... not my department hahaha
