My CPU temps seem high and I'm not sure why.

I just upgraded my stock AMD heatsink to a DEEPCOOL GAMMAXX 400. I never really monitored my CPU temps with the stock cooler, but after the upgrade, I was curious and looked to see what my temps were. At 2% load, temperatures average 70-75℃. Is this normal? Did I apply too much or too little thermal paste when installing the cooler?
