Question my cpu using 100% in every game

i have gtx 1060 3gb
intel core i5 7400

my cpu in every game use 95-100 % is it normal or not

You got 4 cores and 4 threats. Most games plus background tasks will use that much ressources nowadays. So yes that is normal.

most 4c/4t CPUs stay quite busy in games of the last 3 years, so, unless it is giving low clock speeds, and/or, limited to tasking 1 core, or stuck on high usage even with everything closed, high CPU usage is pretty much a normal condition for gaming for many 4 thread CPUs...

Depends on what you're playing. If you're CPU is limiting you then you can try overclocking it as needed.
