my dell laptop won't charge even after replacing charger

My Dell Laptop won't charge even after I changed the charger and continuously restarted my laptop. This has happened once before, but was an easy restart fix. How do I fix it?

It's stuck on 0% and will only work when plugged in. It doesn't run well and it's very slow.

Could be a dead battery.
