Hi there,
I have been facing a lot of problems lately when I am trying to run Adobe Premier Pro (15.4.1 Build 6). I am actually running a small youtube channel "The Vintage Gamer Walkthroughs" where I post walkthroughs of popular PC games.
Whenever I scrub along the timeline of the video that I need to edit, My Monitor (The Physical not source or Program Monitor in the software) turns blank and then returns to normal after a few seconds when I stop scrubbing the timeline. This also happens when I normally play the video in the Program Monitor. I have a very low-end system and will change the system eventually but right now this is the only option present for me.
Specs:
CPU- Intel I3-8100
GPU- No external GPU
RAM- Corsair 8GB 2400 MHz
MB - Gigabyte H310M- H
PSU - Corsair VS450
HDD- 1 TB Western Digital
Monitor- Dell D1918H 18.5 Inch
UPDATE: I found something strange that when I adjust my monitor to 1920 X 1080 resolution at 100% scaling then the problem stops. It can be reproduced when the monitor is at 1366 X 768 at 100% scaling (actual resolution of monitor) or 1920 X 1080 with 125% scaling.
