my desktop can not creat a joinable home group but it can join others

i have 2 laptops and one desktop i created a on laptop A a home group and connected the desktop and laptop B to the home group laptop A can see laptop B but it cant see the desktop and when I create a home group on desktop no one can join "note that the desktop can see laptop A and B " how to make laptop A see the desktop

Are both laptop's set to a home network type?
If either one is on public or work then this my cause problems.
You can change this form network and sharing options.
