Question My does my Mobo power on

When my CPU is removed from socket? If the CPU is in then the board does not power up. When I remove the CPU from motherboard. The motherboard will power on

Need more info. List all specs.
Mobo: b450 gaming plus
CPU: ryzen 5 2600
Ram: Corsair 2 x 8gb ddr4
Power supply: can't write remember but 750w
Video card: Radeon 290

This all happened after I plugged in a camera and turned on the PC. Heard a pop and tripped a breaker. Ordered the new power supply and installed it and nothing. Got the motherboard repaired and installed everything nothing.
I Pulled everything out of case and was only able to get the motherboard to power up after the CPU is removed. Ram and gpu can be in for it to power up but the second I add the CPU in it stops powering up.

It's never a good thing when a PC trips a breaker.

I would hazard a guess that the CPU is fried.

Check to make sure there are no extra or improperly installed motherboard standoffs installed in the case.

Was this a USB camera?
Yes very cheap toy kids camera and I used a different cord to plug it in with than what it came with. The second I turned the PC on everything died
