Question my external HDD exist on disk management and device manager but not in "my computer"

[using google in BSOD]

since i upgraded my PC, my external hard drive doesn't exist on "my computer".
while in disk management, safely eject, and in device manager. it existed.
what's wrong with this PC?

Try assigning it a drive letter in disk management.

it says that the disk management view is not up to date.
i've refreshed my device manager.
how could i fix this now?

It is nothing to do with the external drive but occurs when an upgrade has been done to the pc. in my case, from an internel 500gb SSD to a 1 tb SSD . using regular cloning methods.
All suggestions about reformatting etc are wrong, do not reformat if you have data you want to keep.
If you plug it in to a different pc or laptop it will work.
This is a real puzzle as no one seems to know why or how it could occur.
