This would cost less than your first build, but will be alot better than both your builds.

Xemko is correct, you can get better value on the motherboards. Motherboards don't affect performance, and would just need to support your cpu usage and features like overclocking, sli if you plan to do so in future. To keep with the red and black theme, I include the msi z97-gaming5.
For the cpu cooler, the noctua air cooleris really decent and will be a lot quieter than the corsair h100i.
If you consider not overclocking the cpu, you can get a xeon e3 1231 v3, quad core with hyperthreading. It is basically the i7 4770 without the integrated graphics, and will cost the same as a i5 4690k. Plus you can save money not getting an aftermarket cooler as the stock cooler would do a fine enough job.
For the gpu the evga gtx 980ti superclocked acx2.0. With that budget, you can certainly afford it and will give you titan x level performance, around 30% better than the 980. For the case, the fractal design r5 offers a simple clean look with premium sound dampening features. They come in black, titanium and white, and 2 included case fans.
For storage, I get you the 250GB 850evo. Cost 10 dollars more, but is one of the best in you can get in its price range. Just avoid kingston ssd v300, there are issues known with it. 3 TB WD black will offer better capacity/price ratio.
