My FPS doesnt change in game no matter what settings

Hi when i try play GTA 5 my fps is low like in the 30-40 and some dips into the 20s and it only goes above that when im in the middle of nowhere like a field, ocean, In plane. and other games have some random large frame drops when running at a high FPS

My Specs
GPU: MSI R9 270
CPU: A10 7850k
MB: ASROCK FM2A88M-hd+
Ram: Kingston 8gb value 1600mhz
PSU: EVGA 750w gold
HDD: 500gb and 1tb both sata3 with 7200rpm.

Please help me

What you describe sounds like a CPU bottleneck. What are your cpu and gpu usages in game? Most game settings do no change CPU load, only gpu load. If you have a cpu bottleneck changing game settings makes very little difference.

Has the game ever worked ok?
All pc drivers(including MB) are up to date. its not a new build ive had it for a while. I've double checked it isn't on integrated although i found out it could be CPU temp related as while on desktop no games open is is at 65-80c and there is new thermal paste on and all fans maxed, i dont understand why though

in Gta im getting CPU - 90+ And GPU 45+ but only maxing to 60
In shadow of mordor CPU- 70-80 and GPU 85-100
The rest of them are pretty much like shadow of mordor but some are the same case as GTA

And i cant remeber the last time it did work fully there may of been a time

And the Herts is at 3.9ghz are usually the same and only drop at most that ive seen 100mhz
 
I'm not sure which software is best, its been a long time since I owned an AMD CPU and I know AMD measure temperatures differently (thermal margin instead of actual temp). The key point is are you sure the CPU speed is high and constant? If it is then the CPU is not throttling.
