My fps is not stable on higher resolutions, but it is on lower resolutions

This has been happening for a week. On higher resolutions, my fps drops from 60 to 40 every 5 seconds. But when I'm playing on lower resolutions, the fps is always stable and it never drops.
The fps drops occur almost every 5 seconds. While doing nothing, while walking, in firefights etc.

Specs:
Nvidia GT 940M 2GB - Intel(R) HD Graphics 4600
Intel i5 4210M 2.6 GHz
4GB RAM

GPU tempatures while playing = About 50-60
CPU core tempatures while playing = About 70-85

This happens in every game. CS:GO, ArmA 3 and so on.
 
Solution
Even though your laptop is on the low end the biggest thing that's killing you is only 4 gigs of RAM. You need to have at least 8.

The stuttering you're getting is most likely because you're running out of RAM. Once that happens it uses your hard drive as RAM and that's causing the stuttering
