That is strange the path is the same but you get different latency.
Unfortunately this is not even in your ISP network. It is in level3 network. Only level3 know what actual equipment is in the path. There are many times devices that you can not see in a tracert. There can actually be a different path back from the server than to the server which you have to run a tracert from the other end.
You can run more tracert to confirm that the problem always occurs in level3 network but what can you possibly do about it. You do not pay level 3 any money so you are not actually their customer. Your ISP likely does not have any form of performance contract with level3. So even they would have issues getting level 3 to even look...
