Can somebody please explain why my graphics look like this?
Looks to me like normal graphics.

It has the same, barren vegetation. Also, game itself is FPS and it doesn't need lush, high-poly vegetation for "immersion".
If you want realistic vegetation, play simulator games. Also, keep in mind that your game itself is 6 years old and just because you have fancy GPU, it doesn't magically add better graphics to an old game.

I' aware that's it not a newer game but I had the same issues in forza horizon 5 graphics which is not a very old game. I'm just wondering if there is problem with my settings in nvidia control panel. I know that I'm not the only one who has these graphics. I just haven't found a solution to it

This is another faced-paced game, that doesn't need lush vegetation. How the car control is, is far important than how pretty the grass looks like.

I just haven't found a solution to it
If you max out in-game graphical settings and game still doesn't live up to your expectations, then this is something you need to accept.

Some games have mod packs, that change the graphical settings. Might want to look into that. Other than that, there isn't anything else to do; except either accept the game as it is built or playing other, more stunning looking games.

I assume you have installed the latest drivers straight from Nvidia?

When I built my new PC last year, Windows installed Nvidia drivers for it as part of the setup stage, and they were bad.

as already stated, the distance LOD and vegetation are not the best in that game simply because Ubisoft didnt' feel it needed to be.
As for FH5, it takes place in Mexico, where there's a lot of barren desert and open space. You need to go into the jungles to see more vegetation, but also, having too much going on around you can slow the game down and they want the frame rate to stay higher and the feeling of speed to be faster and smoother because that's what's more important.

It's been a long time since I played GRW but that screen shot looks about right to me. Only time you see more greenery is when hanging out around the ocean side mountains and rivers.
