Question My games aren't smooth

I recently upgraded to a b450m- HDV R4.0 motherboard and a r5 1600AF with 16 gbs of corsair vengance ddr4-3000 mhz. I went to open a game even with all the graphics card drivers and everything and my game still wasn't smooth. I had task manager opened up on another screen and discovered that my cpu usage is like 20%, but my graphics card is only running at about 45% and my game is still glitchy. Does anyone have any solutions as to why it may be acting like this.

I upgraded the motherboard, CPU, and RAM. Everything else was already in the computer and the windows was a fresh install cause I thought it'd be the perfect time to wipe it. I installed the motherboard drivers and even updated the BIOS along with downloading my GPU drivers. I just don't understand why games still aren't working properly. I wasn't even capped out on anything utilization wise.

It seems to happen when I attack things in games and it's like FPs lag but it's not even going down at all and my Cpu is working at like 20-30% and my gpu is working at like 45%

I recently upgraded from a different motherboard, CPU, and RAM. Games seem to still sometimes be a little bit glitchy and I see noticeable lag at times. I don't understand where the lag is coming from because my CPU is at like 20-30% usage and the RAM is around the same whereas the graphics card is only being used about 45%. I don't know what the problem is and I would very much appreciate it if someone had an answer to my issues.

I just realized that my clock speed on my GPU won't surpass 320 MHz, how do I fix that?
