Your build is good. I could suggest a few.
1. Forget the aftermarket hsf. your budget is limited as it is. Your cpu is good enough to run on stock hsf for now. If you insist on getting one, get the cheaper one such as this one for US$20. I have use the older model 300 for my i5 (was used on my X4) and it really worth the money. For me, its just nonsense to buy a $70 hsf+paste to protect a $159 cpu. That 300 has already include thermal paste. Better learn how to use it on youtube because some review said its a bit hard for some people (not for me though)

2. Buy SSD. Trust me, you will never regret this. Just buy the 500Gb ones that cost you US$109 in newegg. Now they have m2 but your choice of cpu didn't allow that.
3. Your 380x is ok, but if you didn't buying ssd, then better use the money from aftermarket hsf for 390.
All in all, your build is good, just kinda a bit behind in technology term. But it will perform good in games.
