So I am going to create a gaming/editing pc and I need some help because, do I need a "case fan" I am not sure if it is more for looks but I am not sure if I need one and also I need some help if, if you think I need a better video card tell me because I have $60 that I can still spend so please help.

I would say to still change the Raidmax case because Raidmax components are typically low quality for the price.
For the motherboard, I would go for a better quality one like this Gigabyte one: http://pcpartpicker.com/part/gigabyte-motherboard-gah97d3h
MSI's G41 and G43 series are known for bad VRMs.

what case do you recomend that stays under $60 but had usb ports on the front in the middle

They don't have to be be in the middle my mistake do you have any other cases that have USB ports just in the front that u could recommend under $60
