My good pc is under performing

I have a good pc [ AMD Ryzen 7 2700X Octa-Core 4.35GHz ; Nvidia MSI GeForce RTX 2080 Gaming x trio ; 16gb ram ddr4 ] and I play csgo with 150-200 fps. I don't know whats wrong.

1920x1080 144Hz
200 fps is high, but I had 200 fps on my old pc with a geforce 970 and a i7 from the 3 generation.
This new pc has a geforce 2080 and other good components and has the same performence in every game as my old one.
Maybe it's a problem in the BIOS?
 
I definitely agree with you that a 2080 is massively OP for 1080p AND CS:GO is pretty lightweight. In situations like that, games tend to become CPU-bound. Can you try a more demanding game?

Also, 144Hz=144FPS. Your monitor can't physically display any frames in excess of that, so almost 1/3 of the frames your GPU is generating are just getting thrown out. You might consider downclocking your GPU for CS:GO to save power/heat/noise.

In csgo I notice difference between 144fps and 300 fps for example. I would like to have +-300 fps on csgo but I'm having 150, sometimes it goes to 100 fps, that makes a lot of lag. I just don't understand why this pc , which is better than my old one, is worst on every game I tried. I tried csgo, pubg and fifa until now. In pubg I just get 80-100 fps and in fifa I feel a little bit of lag.
