Question My GPU and CPU may not be performing as intended

Hello All,

This is my first time posting in here. I will be glad to change the post if necessary. Please bare with me. I will post my specs and anything else you request to assist. Basically, I have an i5 9600k and a GTX 1660 Ti, as well as 16 gb of 3000 mhz RAM. Some games i can maintain 60 fps, but most of them hover between 50-60 and will drop low every so often. When the frames drop, i usually get 30-40 frames. I would like some assistance to fix this problem, as I believe i should be getting 60 FPS consistently with my hardware. I'm trying to figure out how to add my dx.diag.

What resolution is this at? 1920x1080, or something else?

And is the monitor plugged directly into the graphics card (not the motherboard)?

It is 1920x1080 and the monitor is plugged into the GPU.

Update: I changed some settings that may help with the performance. If anybody knows a way to test performance, let me know. I'll respond once I wake up. Thanks.
