my gpu (gtx 970) is getting 60c does this considered overheating also the fan sound is too loud is this normal too?

60c is not overheating for a graphics card. That's a normal (perhaps even lower) temperature. About the noise the fan is producing, that is hard to determine if it is "ok" or not, some fans are louder then others when they get full speed. Its not grinding is it? Or oscillating (changing quickly)?

my fan speed on normal 1500 something like that
but when i open a game it goes up to 2000 something like that
is that normal too (i got 7 fans in my pc)
and also my friend tryied to open the same games i opened and he got gpu temprture up to 53 max on battlefield 4 (ultra settings)
i think hes having gtx 660

60 celsius degrees is actually VERY cool for today's standards, as others have already mentioned, so you shouldn't worry about that.

As for fan noise, different heatsinks and GPU models have different speeds and noise levels. Usually, unless you're wearing a pair of good headphones with nice isolation, you'll hear anything above 50% its max spinning speed.
As long as you're not hearing weird things, such as a whining or heavily buzzing sound, you're fine.

Your friends GTX 660 is a much weaker card then yours. You can't really compare temperatures between the two fairly. I personally would much rather have a 970 running at 60c then a 660 at 50c, 40c, or any temp for that matter.
