My gpu load stuck at 5%

So recently I bought a new GPU - Nvidia Geforce GT 710 (I know its outdated and cheap but I am poor) and am currently playing Tom Clancy Rainbow Six Siege on it.
I get very low fps about 20-25 at peak. I am playing on the lowest possible graphic setting and have followed several youtube tutorials to try to improve my fps. I recently noticed that when i go to the Options/Graphics Tab it shows in the bottom right corner that the video memory being used is 869 mb out of 1973 mb.

But the fps is still so low. So i checked out gpu-z when the game was minimized and saw this. (see photo).

Now as you can see the gpu load is about 5% and the memory being used is 869mb. So my question is, why is my game lagging so much if so much video memory is available.
This may sound a stupid question to many of you but please i am a noob when it comes to these things and i cannot manage to buy any other gpu.

What's your resolution?
Im not sure how much vram R6S takes up on very low, I can test that now. However in that screen shot if you click on the 2% you can change it between min/max/avg/actual. So right now it is on minimum.
Also to note is that if you minimise out of the game your usage may drop.

As with Vram, the less used the better. So if you dont use your full amount it's better than maxing out and getting stutters ;)
